- About SecureBill
SecureBill allows you to pay online bills issued by selected organisations or merchants ("Billers") using a current and valid Visa, Mastercard, Bankcard credit card in your name.
SecureBill is operated by SecurePay Pty Ltd ("SecurePay") ACN 088 101 875.
These Terms constitute the agreement between You and SecurePay, including the use of information, graphics and materials provided by SecureBill ("SecureBill Material"), and sets out the basis of Your legal relationship with SecurePay.
You may pay bills with SecureBill by Direct Debit or by Credit Card.
To use SecureBill you must provide the necessary bill details supplied by your nominated Biller, and provide your credit card or bank account details.
You are responsible for entering all information correctly. You acknowledge that if you enter incorrect information:
- your bills may not be paid; and
- you are responsible for any fees or charges imposed by your credit card provider or the Biller.
By providing SecureBill with your credit card details or bank account details you are authorising the nominated Biller to charge the specified amount to your nominated account. You acknowledge that:
- where your credit card issuer or financial institution for any reason declines a payment made by you through SecureBill, those bills will not have been paid;
- where your payment is declined, you are responsible for any fees or charges imposed by your credit card provider, financial institution, or the Biller.
Credit Card payments made through SecureBill will make a debit to your credit card account immediately once your transaction has been completed successfully.
Direct Debit payments will only be processed on business days. These are Monday to Friday inclusive (excluding public holidays observed in Australia). If you authorise a Direct Debit payment on a weekend or a public holiday using SecureBill, your payment will not be processed until the next business day. If you are uncertain when a payment will be processed contact your nominated financial institution.
It is your responsibility to ensure that you have sufficient funds in your nominated credit card or bank account to allow payment of the bills selected by you through SecureBill when the debit is made from your account.
If you believe a SecureBill transaction is incorrect or unauthorised, you must contact your Biller in the first instance. Your Biller has been supplied real-time access to their transaction history and may check the details of the transaction. Your Biller may contact SecurePay for verification of transaction details. Should the dispute require the services of the financial institution, you may be asked to contact your financial institution. Information relating to the dispute may be provided to that financial institution by SecurePay or by your Biller to assist with resolution.
SecurePay charges no fees for use of SecureBill. Your credit card provider may charge you a fee for using your credit card.
SecureBill uses high security levels, which are standard for Internet banking and large scale e-commerce sites and involve the use of 128-bit encryption. You can check the security level of a web page by clicking on your Internet browser's padlock or key icon.
Encryption is the standard way of protecting your information as it is transmitted between you and SecurePay. This involves converting the information into an unreadable code using a "key" (and also decoding it using this "key"). The longer the key, the more difficult it is for others to break the encrypted codes.
To access SecureBill online, your browser needs to be enabled to access these secure keys. You will need to have:
- version 4.1 or later of Internet Explorer; or
- version 4.7 or later of Netscape Navigator.
Personal information collected through SecureBill includes your credit card details and account information. This information is required to process your bill payments and may be shared for these purposes between SecurePay, your nominated Billers, banks and financial institutions.

- Material relating to other websites
SecureBill may be accessed through third party web sites ("Third Party Web Sites"). SecurePay does not endorse or approve of the operators of Third Party Web Sites, or the information, graphics and material on those Third Party Web Sites, or otherwise provided by third parties ("Third Party Material"). Subject to any applicable law which cannot be excluded, SecurePay makes no warranties or representations:
- regarding the quality, accuracy, merchantibility or fitness for purpose of Third Party Material or products or services available through Third Party Web Sites; or
- that Third Party Material does not infringe the intellectual property rights or any other rights of any person.
All offers to sell and statements relating to goods and services available on Third Party Web Sites are the responsibility of and given by the Third Party Web Site operator.
If you have a comment, query or complaint in relation to the products or services you purchased through a Third Party Web Site you should contact the operator of that Third Party Web Site.
While every effort has been made to ensure that information is free from error, SecurePay do not warrant the accuracy, adequacy or completeness of SecurePay Material. All information is subject to change without notice.
SecurePay does not warrant that SecureBill or Third Party Web Sites will be free from viruses, or that access to SecureBill or Third Party Web Sites will be uninterrupted, or that the data transferred through SecureBill is secure and will not be read or monitored by others.
- Limitation of liability
Subject to any responsibilities implied by law and which cannot be excluded, SecurePay is liable to you for any direct, indirect, special or consequential losses, damages, liabilities, claims and expenses (including but not limited to legal costs and defence or settlement costs) whatsoever arising out of or referable to:
whether in contract, tort including negligence, statute or otherwise.
- the SecurePay Material;
- the SecurePay Web Site;
- Third Party Material; or
- Third Party Websites,
Liability of SecurePay for a breach of a condition or warranty implied by law or otherwise, and which cannot be excluded, is limited to the extent possible, at SecurePay's option, to:
- the supply of the services again; or
- the payment of the cost of having the services supplied again.
SecureBill is provided for use by Australian residents only. SecurePay makes no representations that SecureBill complies with the laws of any country outside of Australia. If you access this site from outside Australia you do so at your own risk and are responsible for complying with the laws in the place where you use SecureBill.
The law applicable to use of SecureBill and to disputes arising out of SecureBill is the law of the State of Victoria, Australia.
- Copyright and trademarks
Copyright in the SecurePay Material is owned or licensed by SecurePay. "SecurePay", "SecureBill" and all associated trademarks, are trademarks of SecurePay Pty Ltd.
- Withdrawal and suspension of service
SecureBill, or your access to it, may be withdrawn or suspended for a period of time for any reason, including, without limitation, the following:
- if there is an interruption or fault in any applicable computer or telecommunications system;
- if you use SecureBill for an inappropriate purpose, including the storage or transmission of inappropriate or offensive material;
- if SecureBill, any applicable web site computer or telecommunications systems are subjected to any virus, unauthorised access, denial-of-service or other malicious attack;
- for maintenance or security purposes; or
- if SecurePay no longer wishes to provide SecureBill.
You acknowledge that withdrawal of SecureBill does not release you of any responsibility to pay outstanding fees, charges or other liabilities incurred prior to the date of withdrawal.
SecurePay may assign or transfer ownership of SecureBill, its obligations to you, and contractual relationship with you, to a third party at any time.
